Cannot get OWIN to start on the server

Not sure whether this is the right forum but I'm unable to get OWIN to start on an ASP .NET MVC  5 application using Asp .Net Identity 2.0.

I've tried the various tips on the internet without success. It runs without issues on the DEV machine but not on the server with the error indicating an OWIN environment cannot be found.
